Connecticut Health Policy Project Tenth AnniversarySeptember 2009Connecticut’s Health Status: A Comparison Over TimeBetween 1999 and 2008, the number of uninsured Connecticut residents increased from 291,000 to 343,000. 1 Between 1999 and 2008, the obesity rate in Connecticut increased from 15.1% to 21.4%. 2 Between 1999 and 2008, the percentage of adult smokers in Connecticut decreased from 22.8% to 15.9%. 3 Between 2000 and 2008, the percentage of Connecticut adults who had been diagnosed with asthma (past or present) increased from 10.8% to 13.4%. 4 In 1999, state health care spending in Connecticut was $11.4 billion constituting 32% of the total state budget. By 2009 $18.4 billion had been appropriated, equaling 38% of the state’s budget. 5 On August 1st of 1999 there were 230,730 people enrolled in HUSKY; as of August 1, 2009 there were 362,016 people in the program; an increase of 57%. 6 CT family health insurance premiums grew 7.4 times faster than median earnings from 2000 to 2009. 7 Cerella Craig, Intern
